Yeah, I am guessing that came from damage at the puppy mill where she lived before rescued by an elderly person.

Some things cannot be fixed. I urge you to get a qualified behaviorist (veterinary) to evaluate him. If he is truly unstable, rehoming him is not fair to him or the new home.

He's not asking for much, so hopefully there is a good chance of that. I think he just wants the dog off his hands.
